Charter Network
- Charter Network pays ADA-based dues for all charter schools under them (with 15% discount applied to total)
- Charter Schools under the Network don't pay individually.

School District Star
- County pays $3,000 flat fee + ADA-based dues for all school districts under them (with 15% discount applied to total)
- School districts under Star don't pay individually

School District Elite
- County pays: $3,000 base fee + County pays $500 towards all Small School Districts in county
- Each school district also pays: Their individual ADA-based dues minus $500 discount
Elite members (county contributes $500): School districts pay their full ADA-based dues minus $500.

County Elite
Payment Structure:
- County pays: $3,000 base fee + County pays $500 towards all Small School Districts in county
- Each school district also pays: Their individual ADA-based dues minus $500 discount
Elite members (county contributes $500): School districts pay their full ADA-based dues minus $500.
