Hub-and-Spoke Professional Learning Guidelines

Rural school districts face systemic barriers, including geographic isolation and resource constraints, that limit their access to high-quality professional learning (PL), particularly in computer science. To address this disparity, the CS4NorCal project developed, implemented, and refined the "Hub-and-Spoke" model, a synchronous, site-to-site hybrid delivery system for intensive PL. This article details the model’s conceptual framework and operational components, which connect a central facilitation "Hub" to one or more regional "Spoke" sites where cohorts of educators gather.
