07.30.10: CPUC Lifts Suspension of PBI and Gov't/Non-Profit Projects
Yesterday, the California Public Utilities Commission (CPUC) issued a Ruling, directing the California Solar Initiative (CSI) Program Administrators (PAs) to resume processing all applications, including those PBI and government/non-profit (EPBB and PBI) projects held in queue during the temporary postponement. The CPUC lifted the ban based on concerns raised by all parties who expressed concern regarding the impact the postponement would have on the solar market.
As a recap, on July 9, 2010 the CPUC issued a ruling directing the CSI PAs, to temporarily postpone issuance of reservations for all PBI projects and government/non-profit (EPBB and PBI) projects. The CPUC was concerned that the program incentive budget (capped by the Legislature) could be depleted before the CSI program achieves its overall MW goals. Although the temporary postponement is lifted, the CPUC will continue to consider the three proposed modifications in the July 9, 2010 ruling as well as other proposed modifications that were presented by all parties that commented on the ruling.
So what does this mean? PG&E will continue receiving and processing ALL new applications as normal with no change to the incentive structure. We ask that you remain patient as the PG&E CSI team works on reserving those applications that were postponed in the queue.
