06.30.10: AASA Update - Emergency Funding Bill

A quick update on the emergency funding bill: The House amendment to the Emergency War Supplemental Appropriation includes $10 billion for education jobs and $4.95 billion for Pell Grants. House leaders have met conservative Democrats’ demands that any emergency fund to help save K-12 jobs be offset by cuts elsewhere in the budget. The $10 billion for education is completely offset, in part with $800 million in education rescissions, including some from ARRA, but NONE from Title I or IDEA. The $800 million in education rescissions are:

-          $100 million from FY10 funding for the Public Charter School program (ESEA Title V, Part B, Subpart 1), which reduces funding from $256 million to $156 million

-          $200 million combined from both FY10 and ARRA Funds for the Teacher Incentive Fund, reducing the combined FY10 and ARA funding from $600 million to $400 million

-          $500 million from ARRA funds for Race to the Top Program, reducing available funding from $3.4 billion to $2.9 billion

We expect the amendment will be on the House floor tomorrow. Any and all calls to your representative are welcome and encouraged—make sure they will vote to support the amendment that includes . I have linked to a chart outlining how much of the $10 billion would go to each congressional district, as well as a projection of the number of education jobs to be saved.
