12.17.09: Compromise on Race To The Top? Not Yet

Today the Assembly Bill for the Race To The Top application (ABX5 8) was pulled from the Senate Education Committee hearing agenda and instead the Committee heard Senate BillX5 4 (Romero). SBX5 4 is a modified version of Senate Bill 1 which passed the Senate but was held in Assembly Education Committee.
The modifications primarily involve a reduction in the open enrollment provision from students in program improvement schools that are in deciles 1-3, to only those students who are in a program improvement school that is also decile 1, and redefining the ability of parents to petition for school restructure.
There appears to be no deal between the Assembly and the Senate on a version of legislation. They still have a month to reach agreement. A month is forever in legislative time.
