Authorizes cities and counties to request an exemption from the deferral of fuel tax from the Highway Users Tax Account appropriations to those cities and counties if such deferral creates a hardship in making specified bond debt payments. Requires the Superintendent to report on the evaluation to specified entities.

Authorizes a parent or guardian of a pupil with diabetes to designate one or more school employees as parent-designated school employees for the purpose of administering insulin to the pupil as necessary during a regular school day under certain conditions. Authorizes an employee to administer insulin. Requires a parent or guardian to submit a written statement in order to designate any employee for these purposes. Provides the maximum period of validity for such statement.

Requires that the Legislative Analyst review and report on each reimbursable state mandate relating to local education agencies that meets prescribed criteria to the Chairs of specified Legislative committees. Authorizes a local education agency to file an incorrect reduction claim as an appeal with the Educational Audit Appeals Panel and provides appeal procedures for the panel. Prohibits the Commission on State Mandates from ordering a reconsideration of all or part of any claim.

Amends the Voting Rights Act of 2001 which prohibits the use of an at-large election in a political subdivision if it would impair the ability of a protected class to elect candidates of its choice or otherwise influence the outcome of an election. Requires a voter to notify a county office of education, school district, or community college district prior to filing an action seeking enforcement of the act against those entities. Requires the entities to respond and provides litigation costs liability.

Authorizes a school district to provide school employees with voluntary emergency medical training to provide, in the absence of a credentialed school nurse or other licensed nurse onsite at the school, emergency medical assistance to pupils with epilepsy suffering from seizures. Allows a parent or guardian of a pupil with epilepsy who has been prescribed diastat by the pupil's health care provider to request the pupil's school to have one or more of its employees receive voluntary training.

Amends existing law that requires the State Allocation Board to prohibit a school district from self-certifying certain project information. Requires the Office of Public School Construction to notify the board if certified eligibility or funding application information is found to contain a material inaccuracy. Requires the board to set forth reasons for its decision regarding prohibition on self-certification, in a scheduled meeting. Deletes the exception from the prohibition for the district's repayment.

Provides the number of pupils enrolled at a school with a school health center shall not be included in a nurse-to-pupil ratio.
