25% of All Districts With Qualified Budgets?

In testimony before the Assembly Budget Subcommittee No. 2 and Senate Budget Subcommittee No. 1, a representative from the Fiscal Crisis and Management Assistance Team (FCMAT) stated that up to 250 school districts could have qualified budgets at the second interim report. FCMAT reported that there were ten districts with self-reported negative budgets and 104 self-reported qualified budgets. Both of these numbers are expected to increase as county offices of education complete their reviews of the district budget reports.
At the same hearing, FCMAT reported that 46 of the 58 counties have 50% or more of their districts suffering from declining enrollment.
